Defines key words used in this chapter. Administration means the National Aeronautics and Space Administration (NASA). Administrator means the Administrator of NASA. Critical need means an important safety, management, engineering, science, research, or operations requirement the Administration cannot meet because it cannot fill jobs or its staff lack the needed skills. Employee means someone employed in or under the Administration. Workforce plan means the plan required under section 9802(a). Appropriate committees of Congress are the House Committees on Government Reform, Science, and Appropriations and the Senate Committees on Governmental Affairs, Commerce, Science, and Transportation, and Appropriations. Redesignation bonus means the bonus under section 9804 paid to a person described in subsection (a)(2) of that section. Supervisor and management official have the meanings given in section 7103(a)(10) and 7103(a)(11).
