The Administrator can give term jobs that last at least 1 year and at most 6 years. If a person was hired by an open, competitive exam under subchapter I of chapter 33, and the job announcement said conversion to a permanent job was possible, and the person has at least 2 years of continuous service in the term job, and their work was at least fully successful (or equal), and the permanent job is the same job series, in the same location, and has no greater promotion potential, the Administrator may make them a permanent employee without another outside competition. The Administrator may also make the change through internal promotion competition if the first four conditions are met. A converted employee becomes career-conditional unless they already have the service needed for career tenure, and they get competitive status when converted.
