The Administration can hire top students directly into certain General Schedule professional jobs that were publicly announced under Office of Personnel Management rules. It may skip some usual hiring steps if candidates meet the education and grade-point rules below. Professional position: a job that needs college training in a recognized field. Research position: a professional job mainly doing scientific research, usually needing graduate study. For GS‑7, the person must have a bachelor’s degree earned within 2 years of hiring, a 3.0 cumulative GPA, and a 3.5 GPA in the required field. For GS‑9 and GS‑11, the person must have a graduate degree earned within 2 years and a 3.5 GPA in graduate field coursework. For a GS‑12 research position, the person must have a graduate degree earned within 2 years and a 3.5 GPA in graduate field coursework. Applicants who are preference eligibles must be considered before others. Hires under this authority are career-conditional competitive civil service appointments.
