The Secretary may give certain Department of Defense civilian employees who work overseas — when the Secretary finds their jobs are dangerous to life or health or are unusually secret — extra pay and benefits. These can match the allowances the State Department gives Foreign Service members or the benefits the CIA gives its staff. The Secretary may also give special retirement and disability benefits like those in the Central Intelligence Agency Retirement Act (50 U.S.C. 2001 et seq.) and section 18 of the Central Intelligence Agency Act of 1949 (50 U.S.C. 403r).
