Allows the Secretary of Defense to hire qualified people directly into many Department of Defense jobs without following most of the usual federal hiring rules, though three rules (sections 3303, 3307, and 3328) still apply. Covered jobs include depot and other maintenance work, cyber jobs, acquisition managers for services, science/technology/engineering roles (including Major Range and Test Facilities), STEM roles in the acquisition workforce or other DoD shortage categories, certain degree‑required STEM jobs (and veteran hires), medical and health shortage occupations, childcare with critical need, finance and business jobs that require related degrees, positions for business transformation, military housing supervisors, aircraft operations support, public safety/law enforcement/first response support, and roles supporting the Special Inspector General for Operation Atlantic Resolve. The direct‑hire authority ends on September 30, 2030, except it continues for the paragraph (5) jobs (the acquisition STEM shortage categories). While rules are being written to use this authority for the jobs in paragraphs (5)–(10) and until September 30, 2030, the Secretary may not use certain other DoD hiring authorities: sections 1599c(a)(2) and 1705(h) of title 10; sections 1112 and 1113 of the National Defense Authorization Act for Fiscal Year 2016 (Public Law 114–92); sections 1110 and 1643(a)(3) of the National Defense Authorization Act for Fiscal Year 2017 (Public Law 114–328); or sections 559 and 1101 of the National Defense Authorization Act for Fiscal Year 2018 (Public Law 115–91).
