When the President’s budget goes to Congress under 31 U.S.C. 1105(a), the Administrator must tell certain congressional committees how many covered employees lost their security clearances in the past year and, for each person, how long they had worked at the Administration since that loss. By December 31 each year, the Administrator must report every time a covered employee was fired or removed and reassigned for cause. "Appropriate congressional committees" means the congressional defense committees, the House Committee on Energy and Commerce, and the Senate Committee on Energy and Natural Resources. "Covered employee" means an employee of the Administration or a Department of Energy employee who works on nuclear security.
