Each head of an intelligence agency must send a yearly statement to the congressional intelligence committees. The statement must either say that, to the head’s knowledge, the agency is following the rules in this subchapter and that all required information due before the statement was properly sent, or explain why they cannot say that, list any missing required information, and promise to send it as soon as possible.
