The Director of National Intelligence must give the congressional intelligence committees a full report on the intelligence community’s technology strategy at least once every 4 years. The Director must work with the Director of the Office of Science and Technology Policy, the Secretary of Commerce, and other agency leaders as needed. Each report must include an analysis of technologies important to national security and where rivals may be catching up or overtaking the United States; a review of current technology policies and long-term goals; the most important sectors and supply chains; ways to protect U.S. and allied tech leadership (for example, through export controls, investment screening, and counterintelligence); key research and development areas, including gaps the private sector does not cover; ideas to build and keep skilled people; opportunities to strengthen U.S. leadership, including international partnerships, new markets, and joint research; and a technology annex that explains how to find, prioritize, develop, and deploy emerging technologies for intelligence missions. The Director may include any other information needed, and the technology annex may be submitted in classified form.
