§3311 Submittal to Congress by Heads of Elements of Intelligence Community of Plans for Orderly Shutdown in Event of Absence of Appropriations

When an agency leader files a plan with the Office of Management and Budget Director under OMB Circular A‑11, section 124 (or a later version) about how to shut down if Congress does not pass funding, they must also send copies to the congressional intelligence committees, the Senate and House Defense Appropriations Subcommittees, and—if the plan covers an intelligence unit inside the Department of Defense—also to the Senate and House Armed Services Committees. "Head of an applicable agency" means the Director of National Intelligence, the Director of the Central Intelligence Agency, and the heads of intelligence elements inside the Department of Defense.
