Before buying, leasing, or building any new facility of 20,000 square feet or more, the head of an intelligence element must notify the Director of National Intelligence. They must send a written certification that, to their knowledge, they considered nearby joint facilities and could not find one that meets their operational needs, and a written explanation listing why they will not join each joint facility they reviewed. Congress found that the Director of National Intelligence set a goal to use joint facilities to save money by combining administrative and support work, and that joint facilities help agencies work together and share information.
