Starting October 1, 1990, people who qualify under this part must receive the payments as entitlements. One exception: if a person is not of Japanese ancestry and only became eligible because of the Civil Liberties Act Amendments of 1992, their payment is not an entitlement and must be paid from discretionary appropriations. For fiscal year 1993 and each year after, money may be appropriated as needed to pay those discretionary payments. "Discretionary appropriations" means funds Congress approves each year. "Entitlement" means the kind of spending authority defined in other federal law.
