The Secretary must pay each eligible Aleut $12,000 from the Fund, in addition to any other payments, if money for those payments is available. The Secretary can ask the Attorney General and the Administrator to help find eligible Aleuts, including people living outside the affected villages; the Attorney General may use the Red Cross and other groups to help. These payments are treated for federal tax as damages for human suffering and will not count as income or resources when checking eligibility for certain federal benefits. Getting the $12,000 settles any claims against the United States related to the relocation. Congress may provide whatever money is needed.
