Title 50 › Chapter 53— TRADING WITH THE ENEMY › § 4314
During the present war, a customs collector who suspects a ship’s cargo list or the sworn statements under section 4313 are false, or that the ship will carry goods or people out of the U.S. for an enemy or ally or in violation of law, may deny clearance or bar the ship. The President may review it. The collector must report to the President any U.S. gold, silver, bullion, or other U.S. funds in exports, including senders' and receivers' names and addresses and any facts showing the funds may reach an enemy or ally.
