Title 50 › Chapter 53— TRADING WITH THE ENEMY › § 4313
During the present war, besides the other details required in a ship’s manifest, the captain or person in charge must, before sailing abroad, give the local customs collector a sworn statement that the cargo is not being shipped in violation of the law. Owners, shippers, and consignors must give similar sworn statements naming the actual consignees and their addresses, or, if sent to a bank or agent, the persons on whose account it is sent. On arrival, the captain must give the U.S. consul at the unloading port a copy of the manifest and the sworn statements.
