The President must give a strong preference to small businesses that act as subcontractors or suppliers when giving help under this chapter. As much as possible, that preference must go to small businesses located in areas of high unemployment or places with ongoing economic decline, as identified by the Secretary of Labor. Money from subchapter II can be used to guarantee buying or leasing advanced manufacturing equipment and related services. When picking subchapter II projects, the President must favor proposals from small business suppliers or subcontractors that have the backing of the agency providing the guarantee, show plans to get qualified outside help to use the equipment, and meet the requirements of sections 4531, 4532, or 4533.
