The Administrator must create an independent committee called the space grant review panel. It will not be subject to chapter 10 of title 5. The panel must review and give advice on grants and contracts under sections 40304 and 40305, the space grant fellowship program, the designation and operation of space grant colleges and regional consortia, the planning guidelines under section 40303(a) and 40303(b)(1), and any other matters the Administrator sends it. The Administrator must give the panel reasonable information, staff, and help. The Administrator appoints the voting members. Most members must be experts in space fields; other members must represent education, state government, industry, economics, planning, or similar areas. The Administrator must consider conflicts of interest. The group picks a Chair and a Vice Chair from its voting members. Non‑Federal voting members get reimbursed for actual expenses. The panel must meet twice a year and more often if the Chair, a majority of members, or the Administrator asks. It may use reasonable powers needed to do its work.
