§40308 Space Grant Review Panel

Summary

The Administrator must set up an independent group called the space grant review panel. It is not subject to chapter 10 of title 5. The panel must review and advise the Administrator on grants and contracts under sections 40304 and 40305, the space grant fellowship program, how space grant colleges and regional consortia are chosen and run, planning guidelines and priorities under section 40303(a) and (b)(1), and any other matters the Administrator sends it. The Administrator must give the panel reasonable information, staff, and administrative help. The Administrator appoints the voting members. Most must be space experts. Others must represent or be qualified in education, extension services, State government, industry, economics, planning, or other activities tied to using space resources. The Administrator must consider conflicts of interest. The Administrator names a Chair and a Vice Chair. Non‑Federal voting members get reimbursed for actual reasonable expenses. The panel meets twice a year and when the Chair, a majority, or the Administrator asks. The panel may use the powers it reasonably needs to do its work.
