§60602 Integrated Strategy

Summary

The Director of the Office of Science and Technology Policy must create an integrated strategy, working with the interagency working group and its advisory group, to coordinate space weather observations. The plan must say which current ground and space observations need to be kept after current systems end, what new measurements could notably improve forecasting, and plans for follow-on space-based observations under section 60603. In making the plan, the Director must consider things like commercial providers and prizes, academic and international partners, small satellites and hosted payloads, ground instruments, past NSTC work, the survey under section 60601(d), and the National Academies’ Decadal Survey for Heliophysics. NASA and NOAA must hire the National Academies to review the strategy, including how the commercial sector could help. The OSTP Director, NASA Administrator, and NOAA Administrator must send the strategy and the review to the House Committee on Science, Space, and Technology and the Senate Committee on Commerce, Science, and Transportation no later than 1 year after completion of the survey under section 60601(d)(3). Those documents must be made public within 30 days. Within 180 days after the review is delivered, the interagency working group must produce an implementation plan with cost and schedule, send it to the House Committees on Science, Space, and Technology and Armed Services and the Senate Committees on Commerce, Science, and Transportation and Armed Services, and make it public within 30 days. The Director must update the strategy within 1 year after the reevaluation of the user survey under section 60601(d)(3)(F).
