Criminal contempt cases under chapters 103–107 must follow section 1995 of title 42. Only the U.S. District Court for the District of Columbia can issue declaratory judgments under sections 10303 or 10304, or any restraining order or injunction to stop enforcement of chapters 103–107 or actions by federal officers or employees. Subpoenas for witnesses who must appear in that court can be served anywhere in the United States, but the court must OK subpoenas for witnesses who live more than 100 miles from where the court sits. In suits enforcing the 14th or 15th Amendment voting rights, the court may let a winning private party recover reasonable lawyer, expert, and other litigation costs. The words "vote" or "voting" mean all steps to make a vote count in a primary, special, or general election, such as registering, being listed, casting a ballot, and having it counted. "Political subdivision" means a county or parish, or whatever local unit runs registration if the county or parish does not. "Language minorities" means American Indian, Asian American, Alaskan Natives, or people of Spanish heritage.
