Divide the money set aside for requirements payments among States and territories by each place’s share of the voting-age population from the most recent 10-year census. Each payment equals the total amount appropriated under section 21007 multiplied by that population percentage. No State or the District of Columbia can get less than one-half of 1 percent, and Puerto Rico, Guam, American Samoa, and the U.S. Virgin Islands cannot get less than one-tenth of 1 percent. If needed, the official in charge must reduce other payments proportionally so the minimums fit the total. The payments have no fiscal year time limit.
