The law allows specific amounts of money to be provided for requirements payments to States: $1,400,000,000 for fiscal year 2003; $1,000,000,000 for fiscal year 2004; $600,000,000 for fiscal year 2005; and for fiscal year 2010 and later, whatever sums are needed to make requirements payments to States for the activities in section 21001(b)(3). Any money provided under this authority does not expire at the end of a fiscal year and stays available until it is spent.
