Money recovered for damage to any System unit resource goes to the Secretary and can be used only for two things. First, to repay response costs and damage assessments by federal agencies. Second, to restore, replace, or buy equivalent resources and to monitor or study them. Buying land or water needs prior approval in appropriations Acts and must follow the unit’s founding law. Any leftover money must be deposited in the Treasury.
