Only organizations that are of national importance and that meet at least two of these can get grants: an annual budget over $1,000,000; at least 200,000 visitors or audience members a year; at least 100 paid staff; or eligibility under section 320102(f) of this title. Public or private colleges and universities cannot get grants. Grants can pay for general operations, maintenance, security, or special projects. No organization may get more than $500,000 in one year. The Director must set up an application process, pick a five-person review panel with most members living in the National Capital Region, and write other rules. Contractual funding for Ford’s Theater and Wolf Trap is included within this program’s money regardless of other rules.
