Federal land and water management agency is the group of federal agencies that manage public lands and waters, including the National Park Service, Bureau of Land Management, Fish and Wildlife Service, Bureau of Indian Affairs, Bureau of Reclamation, Forest Service, Army Corps of Engineers, and NOAA. Federal recreational lands and waters uses the meaning in the Federal Lands Recreation Enhancement Act (16 U.S.C. 6801) and also covers lands and waters run by the Bureau of Indian Affairs, the Corps of Engineers, or NOAA. State, when possible and as the Secretary decides, includes Puerto Rico, Guam, American Samoa, the Virgin Islands, and the Northern Mariana Islands. United States includes the District of Columbia and, when possible and as the Secretary decides, those same territories.
