If a place meets the National Historic Landmark criteria under section 302103, it must be named a National Historic Landmark and placed on the National Register under the rules in section 302107. Any place on the National Register on December 12, 1980, is treated as listed from its original listing date. Places listed in the Federal Register on February 6, 1979, or before December 12, 1980, are declared by Congress to be National Historic Landmarks as of their first Federal Register listing. If a Landmark district had no boundaries by December 12, 1980, those boundaries must be published in the Federal Register first.
