Creates the Preserve America Program in the Department of the Interior so the Secretary of the Interior can give competitive grants to states, local governments (including those applying to be Preserve America Communities), Indian tribes, designated Preserve America Communities, and state or tribal historic preservation offices. Grants fund non-building projects that help preserve and share history through heritage tourism, education, planning, research and surveys, training, or other work that identifies, promotes, or teaches about historic places. Only one grant can be given for each selected project. The Secretary may favor projects that also match the goals of the Save America’s Treasures program. The Secretary must work with the Advisory Council on Historic Preservation when making the grant list and must send that list to four Congressional committees at least 30 days before awards. Grant recipients must provide at least a 50 percent non‑Federal match in cash or valued donations, and the Secretary must confirm applicants can secure that match before giving a grant.
