Allows work to find, survey, study, and recover data from historic places in project areas to be counted as planning costs instead of mitigation costs. Agencies may charge reasonable fees for that work to federal license or permit holders when issuing a license or permit. With the Secretary’s agreement and after telling the House Natural Resources Committee and the Senate Energy and Natural Resources Committee, agencies may, when appropriate, waive the 1 percent limit.
