The Commissioner of U.S. Customs and Border Protection must create a policy for safely handling possible synthetic opioids, like fentanyl. The policy must require regular training on the risks, use of personal protective equipment, use of opioid receptor antagonists (including naloxone), and use of containment devices. That training can be added into existing training under section 211(l). CBP must provide PPE, opioid receptor antagonists (including naloxone), and containment devices to all officers, agents, other personnel, and canines at risk. The Commissioner must regularly check how well the policy works and update it as needed. The Inspector General of the Department must audit compliance at least once during the 3-year period after December 27, 2020.
