If allowed to sell real property, the Secretary must follow the federal property disposal rules and put the sale money into the Treasury. Gifts or donations for the Department may be accepted only if a specific statute or an appropriations Act preapproves them. Under 31 §1105, the President must send Congress a detailed Department budget for fiscal year 2004 and each year after.
