The Department must run the Federal Law Enforcement Training Centers (FLETC) and have a Director who reports to the Secretary. The Director is a career Senior Executive Service official. The Director must set training goals, run FLETC’s facilities and programs, create and update training courses (including for terrorism and domestic preparedness), track progress, share homeland security information, follow federal buying rules while helping small businesses, work with other agencies on digital and international training, and do other duties the Secretary approves. The Director can train federal employees involved in law enforcement or homeland security and provide help to state, local, tribal, territorial, foreign, and private security groups. Training can happen at FLETC, off-site, or online. FLETC can partner with state and local agencies and with CISA and private infrastructure owners and must report partnership activities to the House and Senate homeland security committees if asked. Partner agencies must send instructors or pay for them and cover certain travel, pay, and training costs; FLETC may charge fees to non‑Federal trainees, can waive fees and must keep records of waivers, and may reimburse travel for non‑Federal students. FLETC may offer basic student support (athletics, short medical care, chaplains), hire retired federal experts without cutting their annuities or changing their retirement status, require students to use FLETC housing when practical, accept gifts and reimbursements, buy uniforms and vehicles, provide intern room and board, and spend money to honor graduates who died on duty. No new funds are authorized; FLETC must use money already appropriated.
