§488f Protection From Civil Liability

Summary

Owners of places that store or sell ammonium nitrate who honestly refuse to sell it, or who honestly report a real or attempted purchase or transfer to the Department or to law enforcement because they reasonably think the buyer may use it to make a bomb for terrorism or for another illegal purpose, cannot be sued in civil court for that refusal or for making the report. A reasonable belief cannot be based only on a person’s race, sex, national origin, creed, religion, veteran status, or being a member of the U.S. Armed Forces.
