The Administrator must, within 90 days after October 12, 2010, send Congress a report about covered grants. Covered grants means grants under sections 604 and 605 and any others the Administrator names. The report must list every piece of data the agency asks from state, local, and tribal grantees, say which items are asked more than once or sent to more than one system, and say which items are not needed. The report must also include a plan with a clear timetable to stop redundant and unneeded reporting, and a plan with a clear timetable to create measurable performance goals and metrics for the grant programs. Not later than 1 year after that first report, and then every 2 years, the Administrator must send an update that shows progress on cutting redundant reporting and on making performance metrics. That update must also assess each grant program’s goals, how well those goals are being met using the new metrics, recommend program changes, and report on grantees’ experience with information, review timeliness, awards, and technical help. Within 30 days after October 12, 2010, the Administrator must hire the National Academy of Public Administration to help develop the metrics and plans, and must send Congress that study’s findings within 1 year after the contract is awarded. Money may be appropriated as needed to do this work.
