The Administrator must work with the National Council on Disability and the National Advisory Council to set up an ongoing system that measures the Nation’s prevention and preparedness, including how ready operations are. The Administrator must make sure the National Incident Management System, the National Response Plan, other related plans, and the reports required under section 752 have clear, measurable performance goals.
