§749 Comprehensive Assessment System

Summary

The Administrator must create, with help from the National Council on Disability and the National Advisory Council, a system that regularly checks the Nation’s prevention and preparedness abilities, including how ready operations are. The Administrator must also make sure every part of the national preparedness structure — including the national preparedness system, the National Incident Management System, the National Response Plan, other related plans, and the reports required under section 752 — has clear, measurable performance goals. The system must check: whether the plans are being followed; current capability levels compared to the target levels set under section 746(a); what resources are needed to meet those targets; and how well training, exercises, and real operations perform.
