The Secretary can help ports named in the Container Security Initiative get better security gear, training, and technical help. The Secretary works with the Secretary of State, the Secretary of Energy, and other federal agencies to do this. Unless another law says no, the Secretary can lease, loan, give, or transfer scanners and radiation detectors to foreign land and sea ports under terms the Secretary sets, and can train both U.S. and foreign workers to operate and maintain that equipment.
