If the Secretary of Agriculture decides that the supply of wheat, corn, upland cotton, or rice for a marketing year of the 1986 through 1995 crops will not be excessive and that cutting or controlling planted acres is not needed, that decision must be treated as meaning the total supply is not above the normal supply. The Secretary cannot later make a different finding for that crop and marketing year.
