The Secretary or the Commodity Credit Corporation must write rules needed to carry out and run this part. Any decision to set, change, or stop allotments must be published in the Federal Register and include the reasons for the decision. Anyone who knowingly breaks these rules can be fined up to $5,000 for each violation. Federal district courts can enforce the rules and stop violations. U.S. Attorneys must bring cases when the Secretary asks, but the Secretary can instead issue a written warning. These penalties add to any other legal remedies.
