Congress provides $1,000,000, available until September 30, 2023, to start a pilot Cattle Contracts Library. The Agricultural Marketing Service must create and run it inside the Livestock, Poultry, and Grain Market News Division, and it must be like the USDA swine contract library under section 198a. When making rules and running the program, the agency does not have to follow the notice-and-comment rule in section 553 of title 5 or the Paperwork Reduction Act (chapter 35 of title 44).
