Title 7 › Chapter 49— CONSULTATION ON AGRICULTURAL PROGRAMS › § 1911
When the Secretary of Agriculture decides new laws or big changes are needed for farm programs — like marketing rules, production limits, or price supports — he can meet with farmers and farm or commodity groups to talk about the problems and what new laws should say. He can also meet with handlers, processors, or others connected with the commodity. The Secretary can pay people’s travel costs and a per diem for each day they attend and travel to those meetings, equal to the amount allowed for Federal employees under subchapter I of chapter 57 of title 5. He cannot pay salaries or other pay.
