The Secretary can give grants to public agencies, nonprofit groups, economic development authorities, colleges, federally recognized Indian Tribes, and rural cooperatives to get or provide technical help and training for applying to programs run by the Secretary through the Rural Business-Cooperative Service. Grants can help communities plan business and economic needs, find public and private funding, prepare reports and surveys for rural business aid, and write applications for financial help. Grants should focus first on persistent poverty counties and high-poverty communities. Congress authorized $5,000,000 for each fiscal year 2019 through 2023, available until spent, and amounts not funded in one year can be funded in the next year.
