The Authority can give grants to States, Indian Tribes, and public or nonprofit groups for approved projects that help regional economies. Grants can pay to improve regional transportation (only governments may get transportation grants), fund job training and business development with a focus on entrepreneurship, help severely distressed areas pay for basic public services, or equip industrial parks. Money may come from this program’s appropriations, from other federal grant programs, or any other source. Federal funds must be used in this order: basic public infrastructure in distressed counties and isolated areas; transportation for economic growth; business development (entrepreneurship); then job training using local public schools.
