Title 7 › Chapter 54— TRANSPORTATION, SALE, AND HANDLING OF CERTAIN ANIMALS › § 2142
The Secretary may set humane care standards and record-keeping rules for people and businesses that buy, handle, or sell animals at auctions — including dealers, research facilities, exhibitors, and auction operators. The Secretary may also require auction operators to have a license when any dogs or cats are sold in commerce and to pay the fee set under section 2153.
