Title 7 › Chapter 54— TRANSPORTATION, SALE, AND HANDLING OF CERTAIN ANIMALS › § 2148
People who bring puppies into the United States to sell must follow rules. An importer is anyone who brings puppies from another country to resell them. "Resale" means giving an imported dog under 6 months old to someone else for more than a tiny payment. Dogs imported to sell must be healthy, have required vaccinations, and be at least 6 months old. There are exceptions for dogs brought in for research or for veterinary treatment, and a special Hawaii rule for dogs from the British Isles, Australia, Guam, or New Zealand if they stay in Hawaii and are not moved out to be sold under 6 months. The Secretary and the Secretaries of Health and Human Services, Commerce, and Homeland Security must make rules to enforce this. Importers who break the rules face penalties under section 2149 and must pay for the dogs’ care, vet treatment, forfeiture, and adoption.
