§2154 Effective Dates

Summary

The Secretary must write the rules called for in sections 2140 and 2143 no later than six months after August 24, 1966. The Secretary can add or change those rules later if needed. Dealers must follow the law and those rules starting 90 days after the rules are issued. Research facilities must comply six months after the rules are issued, but the Secretary can give research facilities more time if they show they will meet the standards soon. Under the Animal Welfare Act Amendments of April 22, 1976, rules about intermediate handlers and carriers must be issued within nine months after April 22, 1976, and those handlers and carriers must comply 90 days after their rules are issued. Dealers, exhibitors, auction operators, and research facilities must follow other amended provisions starting 90 days after April 22, 1976. Compliance with subsections (b), (c), and (d) of section 2143 and with section 2156 also begins at the end of that same 90-day period. All other parts of the 1976 amendments became effective on April 22, 1976.
