The Secretary must write and issue the rules promised in sections 2140 and 2143 as soon as reasonable, but no later than six months after August 24, 1966. Dealers must follow those rules 90 days after they are published. Research facilities must follow them six months after publication, but the Secretary can give extra time if a facility shows it will meet the standards soon. For the 1976 amendments: rules for intermediate handlers and carriers must be issued no later than nine months after April 22, 1976, and those handlers and carriers must comply 90 days after those rules are published. Dealers, exhibitors, auction operators, and research facilities must comply with the other amended provisions 90 days after April 22, 1976. Compliance with subsections (b), (c), and (d) of section 2143 and with section 2156, as amended, also begins after that 90-day period. All other parts of the amendments take effect on April 22, 1976.
