Title 7 › Chapter 54— TRANSPORTATION, SALE, AND HANDLING OF CERTAIN ANIMALS › § 2160
You must not kill dogs or cats so people can eat them. You also must not knowingly move, sell, buy, give away, hold, or receive dogs, cats, or their parts for people to eat. The rule covers actions that cross state or national borders or happen in places under certain U.S. federal jurisdiction. It does not apply to an Indian (as defined in section 5304 of title 25) doing it for a religious ceremony. If someone breaks the rule, they can be fined up to $5,000 for each offense. States and local governments can keep their own animal-welfare laws and can make rules that are stricter.
