Packers, swine contractors, live poultry dealers, stockyard owners, market agencies, and dealers must keep accurate records that show all business transactions and who really owns the business. If the Secretary finds records lacking, he can require a specific form; failing to follow it can mean a fine up to $5,000, prison up to three years, or both.
