The Secretary must charge people covered by this law fees to pay for running the program. The Secretary decides the fee rates. All fees go into the account that pays those administration costs. The Secretary can use that money without asking Congress again and the funds do not expire at year end. The money can earn interest and that interest is added to the same account. The Secretary must try to keep fees low by cutting costs and using staff efficiently, and must publish a yearly report about what was done to do that.
