Defines three key terms used here. "Rural development" means planning, paying for, and building services and facilities to make rural places better to live and invest in; growing businesses and jobs; caring for land, water, and other natural resources to keep the environment healthy; and helping local leaders and organizations solve community problems. "State" includes the several States, the Commonwealth of Puerto Rico, Guam, American Samoa, the Virgin Islands of the United States, and the Commonwealth of the Northern Mariana Islands. "Small farm" means a farm that meets three rules: family net income from all sources is below the median nonmetropolitan income of the State; the family depends on farming for a significant, though not necessarily majority, share of its income; and family members provide most of the labor and management.
