Qualified State beef council means a state-level beef promotion group that gets voluntary funds, runs promotion, research, and consumer programs, and is recognized by the Board. Research means studies on market efforts, beef nutrition, related food science, and new product work. Secretary means the Secretary of Agriculture. State means each of the 50 States. United States means the several States and the District of Columbia.
