The Secretary must approve which State groups can speak for cattle producers and help pick nominees. A State cattle group or general farm group can be approved if most of its paying members are cattle producers or if it represents most of the State’s cattle producers. The group must also represent a large number of producers and cattle, be stable and long‑lasting, and have the economic welfare of cattle producers as a main goal. Approval is based on a factual report the group submits. If more than one group is approved in a State, the groups may meet together to decide the State’s nominations.
