The Secretary can investigate when needed to run the program or to see if someone broke or is about to break its rules. To get facts, the Secretary can make people swear to tell the truth, require them to come and give testimony, collect evidence, and demand relevant records from anywhere in the United States. If someone refuses, the Secretary can ask a federal court where the person lives, works, or where the investigation is happening to order them to appear and produce records. If the person disobeys the court order, the court can punish them for contempt. Legal papers can be served where the person lives or is found.
