The Advisory Board’s executive committee must set up a permanent specialty crops committee and name its first members within 90 days after December 21, 2004. The Secretary must create a citrus disease subcommittee inside that group and name its first members within 45 days after February 7, 2014. The citrus subcommittee has 11 members: five from Arizona or California, five from Florida, and one from Texas. The Secretary can pick people who are not on the Advisory Board or the specialty crops committee. The citrus subcommittee ends on September 30, 2023, and it has the same advisory-committee exemption that the Advisory Board has under the federal rules. The specialty crops committee must give the Advisory Board a report within 180 days after it starts and every year after that. The report must say what they found and recommend programs to improve efficiency, productivity, research, teaching, marketing, pest and disease control, food safety, mechanization, irrigation, and product development, plus studies of economic effects, useful data for growers, and how recommendations match special research grants. Members serve at the executive committee’s choice and should represent a wide range of specialty crops. The Secretary must consider the Board-adopted recommendations when making the Department of Agriculture budget and must tell Congress how each recommendation was handled in the budget. The citrus subcommittee must advise on citrus research needs, set agendas and budgets and grant priorities by a two-thirds vote, review funded work, comment on past grants, and work with researchers to speed useful treatments, avoid duplication, and provide requested information to the Secretary.
